The Wiltshire Care Partnership board

Our Board & Governance

The Board of the Wiltshire Care Partnership is responsible for the conduct and management of the Partnership’s business and resources. It is made up of a mixture of elected and appointed members.

WCP members elect the Chair, Vice-Chair, Treasurer and 2 further Board Members who have full voting rights.

One of Wiltshire’s four main Help to Live at Home providers also has a co-opted place with voting rights, allocated on an annual rotational basis.

There are two further members of the Board representing Wiltshire Council and the ICB. They have limited voting rights. In addition, the Chief Executive Officer of the Wiltshire Care Partnership attends Board meetings and is fully involved in the work of the Board but has no voting rights.

David Towells

Chair (Elected)

CEO and Founder of Redjacket Specialist Care, David’s career has seen him work as an International Business Mentor / Angel in the UK, USA and in Italy.

From 1996 to 2000 David was CEO and Founder of the Medic One Group a National Specialist Nurse Provider with 35 branches across the UK prior to its acquisition by AIG in 2002.

Matt Jones

Co - Vice Chair (Elected)

Matt works for the Orders of St. John Care Trust (OSJCT) and was appointed as the Deputy Chief Executive in 2023.

Stephen Trowbridge

Board Member (Appointed)

Stephen is a Training and Workforce expert and is also the Managing Director of First City Nursing

Darren Fowler

Board Member (Appointed)

Darren is the Managing Director of Everlife Wiltshire.

Luke Donohue

Board Member (Appointed)

Luke is the Managing Director of Spire Homecare.

Leslie Williams

Board Member (Appointed)

Leslie has been the Chair of the Wiltshire Care Homes Association for twelve years and a care home owner in Wiltshire since 1988.

Jodie Airey

Board Member (Appointed)

Jodie is the Operations Director at Wessex Care.

William Obourne

Board Member (Appointed)

William is the Director of Business Development at Milestones Trust.

Isabel de la Haye

Consultant Board Member (Appointed)

After serving as a voting Board member for many years when running Ashley Grange care home, Isabel has continued her connection with WCP in an advisory capacity and brings a wealth of experience and knowledge to the Board.

Jackie Moss

Board Member (Appointed)

Jackie is the Registered Manager at AMSCare Bassett House care home in Wooton Bassett.
